Meet the Panelists

Hank Adair
Director
Farmington Electric Utility System
Hank Adair is the utility director for the Farmington Electric Utility System (FEUS). After nearly twenty-five years in the investor-owned utility sector, Hank wanted to shift his focus to a public power model and found the perfect fit in the community he grew up in. As the ten-year veteran as the director of FEUS, he leads a group of 193 individuals as they work tirelessly to improve safety, reliability, environmental stewardship, and customer service while keeping their electric rates one of the lowest in the four corners region. Through his guidance and his exceptional team, the American Public Power Association has recognized FEUS at the highest level of Safety Awards of Excellence and as a Platinum Level Reliable Public Power Provider. Hank holds a Bachelor of Science in Mechanical Engineering from New Mexico State University and is a licensed professional engineer in the state of New Mexico. When not at work Hank can be found fly fishing in the many jewels our region has. .

Jack Johnston
CEO
Delta-Montrose Electric Association (DMEA)
Jack Johnston has been the CEO of Delta-Montrose Electric Association (DMEA) and President of its wholly owned fiber-to-the-premise subsidiary, Elevate Internet, since January 2023. Prior to his tenure at DMEA/Elevate, Jack served as the CEO of Southeast Colorado Power Association and its broadband subsidiary, SECOM. Immediately preceding those roles, he served on the other side of the boardroom as a Director at San Isabel Electric, still maintaining a Director Gold level certification from the National Rural Electric Cooperative Association (NRECA). He has a Bachelors in Business Administration from the University of Texas, El Paso and a Masters from the London School of Economics. Within the community, he currently serves on the Board of Directors for Montrose Regional Health as Board Chair as well as having recently completed his term with the Montrose Economic Development Corporation (MEDC). Jack also represents DMEA on the Board of the Western United Electric Supply Corporation and was recently elected to the National Information Solutions Cooperative (NISC) Board. He has prior general manager experience working with the Pueblo West Metropolitan District/Utility Enterprises, the Historic Arkansas River Authority & Foundation, and AT&T.

Luis A. Reyes
CEO
Kit Carson Electric Cooperative (KCEC)
Luis A. Reyes Jr. is the Chief Executive Officer of Kit Carson Electric Cooperative (KCEC), where he has served since 1993 after beginning his career with the Cooperative as a System Engineer in 1984. A Taos native, Luis holds an Associate of Arts from the New Mexico Military Institute and a Bachelor of Science in Electrical Engineering from New Mexico State University. Under his leadership, KCEC has become a national model for community-driven innovation, achieving 100% daytime solar, expanding broadband access, and advancing renewable energy, battery storage, and grid modernization initiatives. He continues to champion sustainable economic development and collaborative energy solutions across northern New Mexico.
