La Plata Electric Association (LPEA) will open a Request for Proposals (RFP) on Monday, March 31, to add up to 150 megawatts of power starting in 2028, advancing its energy transition with a portfolio built to deliver to safe, reliable electricity at the lowest reasonable cost while being environmentally responsible. Issued in partnership with TEA Solutions, the Request for Proposals (RFP) invites energy providers to submit proposals for projects set to come online between 2028 and 2031. This initiative underscores LPEA’s commitment to local economic development and its long-term energy strategy.

LPEA is seeking proposals for a diverse range of energy projects, including solar, hydro, natural gas, wind, battery storage, geothermal, and other innovative technologies. The total new capacity added each year will depend on pricing, developer interest, and market conditions. Proposals will be awarded based on a number of evaluation criteria highlighted within the RFP document.

"We believe local and regional providers are key to our energy future," said Chris Hansen, CEO at LPEA. “By partnering with TEA Solutions, we’re streamlining the process to secure projects that benefit our members and the community, ensuring we are getting the best value. Our upcoming RFP will reach 1,375 developer contacts, maximizing our opportunities to secure cost-effective and reliable energy solutions.”

On April 1, 2026, LPEA will exit its current wholesale power contract, gaining the flexibility to source energy that best fits its members’ needs. To ensure seamless service, LPEA has secured three Power Purchase Agreements (PPAs) to provide affordable, reliable electricity during the bridge period from 2026 to 2028.

TEA Solutions will administer the RFP, guiding participants through the proposal process and ensuring seamless contract execution.

The RFP is open from March 31, 2025, to June 2, 2025, with selected projects announced by the end of 2025. For submission details and eligibility requirements, visit https://rfpmarketplace.teainc.org/ to make a free account.
